Does max experience affect hero aquisition?

If a unit has the maximum experience allowed in PZ (grand campaign) does this mean it will not get any more heroes as well? or are they completely seperate in the coding?. I have a he117 which has been at the max 599 for a long time/many scenarios and although it is increasing in kills fast (currently 1245) as I am farming it, I would have expected a third hero by now (already A+4). Thanks for info.

Heroes depend on number of kills, not experience.
