Entrained units & ownership/supply

This is not a bug, but I think it is an issue anyway. It was raised during Burma beta.
Currently un-supplied units may entrain, move & change ownership and cut enemy supply.
I think entrained units should really be restricted in their abilities.
In the screenshot, the un-supplied British unit entrained at the bottom town, moved north and cut the supply of the Japanese unit in the top-left corner. (This is from a custom scenario I'm testing playing hot-seat).

Is that the case? If so, then it probably is a good change. Much time and effort had to be expended in corralling those guys because they would cut off supply in their ramblings.
If that is indeed the case, then they may have accomplished this by adding "noCapture" to the Rioters unit traits. I wonder if the same thing could be done for the train unit? I notice that recon units have "noCapture" as a trait, for the same effect: Cannot capture hexes, therefore cannot cut off supply.

I think a better solution may be to make trains unable to move through hostile territory. Allowing units that draw supply to move out of your own supply zone without capturing hexes may cause issues or exploits.

That would make more sense, come to think of it. Usually, unless it's an Armoured Train, an unarmed and requisitioned civilian train has no business traveling through enemy territory unless it is on a suicide run or some sort of "stolen train" escapade. No matter how powerful, entrained military units are sitting (well, moving) ducks in that situation.
