I remember this issue coming up on Panzer Corps, but it is fixed with the "use Windows graphics scaling" checkbox.

Under Order of Battle @ 4K, the fonts are just too small. Any plans to implement something similar?

That would require a lot of work I'm afraid. The best solution is probably to use 1920x1080 resolution instead, so it effectively scales everything 2x.
