Carrier Deck - launching a surface strike package

[figured out that i needed to tap the silouhette and change the EW aircraft type to what i had available and ready; S3 Viking versus EA6B Prowler]
I have a question for all of you: i cannot seem to successfully launch a surface ship strike package when it requires Electronic Warfare aircraft (EA6B Prowler) along with the F/A-18 Hornets. The (dark blue) hornets seem to launch, but the light blue EW plane simply does not want to launch. I am sure it is something I am doing wrong. Can you walk me through any possible factors that might be preventing a successful launch of the EW and strike? I'm stuck right now... Thanks in advance!
