Can't think of any rule that allows you to move them so I assume they are stuck

Aren't the back rankers supposed to be all the way out to the sides, as opposed to in the interior like that? I think I recall that formations are supposed to be as nearly rectangular as possible.

One such situation happened in a game with a friend (my bad deployment for trying to take advantage of some terrain features) and when I tryed to change the formation I searched the book looking if I can simply shift the bases during normal movement, well there's no rule that allow you to do so, you have to contract/expand in order to move some badly deployed stand.

If you read page 23 you will see that it does not say that and there is an example of a BG with the rear rank bases not all the way out to the sides.
AFAIK the only ways to rearrange bases in a BG are:
Reform only if you are not in a legal formation
Contract or expand
Change to or from Orb formation
Replace lost base
Contracting and expanding in this context includes normal movement, dropping back bases in a charge, evade or rout and feeding more bases into an existing melee.
