AI Difficulty Levels

I couldn't find the answer in the game manual but what are the differences in the AI difficulty levels? I assume three stars is the most difficult.

The biggest difference is that the opponent's units get additional Strength Points on the higher difficulties.

Is that the only difference? It [the AI] doesn't seem to play any better, it's just stronger...
