There is a bug with cities not absorbing hits for the Germans during snow turns.
The Germans are supposed to lose the terrain benefits of forest during frost and snow turns, but according to the rules, cities are unaffected and should absorb two hits. But I'm being attacked by the Russians, and the cities aren't taking any hits, all hits are applied to my units.
I'm not sure if this is happening during frost turns too or not. I noticed it during snow near the end of the game. Cost me the game probably
