Is it possible to add new factions to the game?

Yes, i think so, but I've never tried it.
Files involved are most likely:
- factions.txt
- any language.txt file maybe
- graphics of other nations aren't packed in archives, so you can check them out for format and size in a couple of folders: graphics\campaign\flags, graphics\emblems, graphics\flags, etc.
