Sometimes when I want to save a scenario the save button is not active. This may happen after various activities, I have not found any pattern.
Workaround: Launch the scenario from the editor, then go back into the editor. The save button is back.

One action that seems to cause this issue is removing a faction in the Alliances tab.

Just started a new scenario. No map work. I had just added factions (no deletes) and a few units on the map as placeholders.
Changing Hex Ownership to German caused the save button to disappear.
Here's a scenario save before I tried to changed ownership (the save button is still working in this version).
