Fuel

I am currently trying to change the fuel stats of some (Perhaps many) units, and I seem to have run into some problems.
I do not completely understand the fuel system within the game.

I understand that, for land/navy, that you consume 1 fuel per hex you move in clear weather, however, in non-clear weather, the fuel consumption is different, not only in general but some units get have more fuel consumption than others.
In the air, i'm not exactly sure how fuel consumption is done.

So...

1. How much fuel per hex is consumed during mud?
2. How much fuel per hex is consumed during winter?
3. How can I change whether or not a unit consumes the smaller amount of fuel per hex or the larger amount of fuel per hex?
4. How is the amount of fuel used per hex on a plane calculated?

1. In mud, movement is slowed bt something like 50% in all non-road tiles (not sure on the precise number). So, for each road tile (assuming you stay on the road) is 1, and every clear terrain will be 2. Hills and stuff will be greater, probably about 3 or 4, depending on the unit.

2. In snow, fuel consumption is x2 for all ground units.

3. No. Fuel consumption is tied directly to the movement cost of the hex.

4. 1 fuel/tile. If when a plane is being refueled at an airfield, there is an enemy unit next to the airfield, it will only refuel to 2/3. If there are two units, I think it refuels to 1/3,
