Question on bonus trait and initiative

I am wanting to add "Commander" units to my Tactical Napoleonic mod. The above sounds like a good way to go. Before I expend a lot of effort on this, I just want to double-check that...

a) The initiative bonus for nearby units is actually a "thing" (I can't find reference to it anywhere else)
b) Any idea what the bonus is?
c) What qualifies as nearby - adjacent hexes?

As I know, only initiative bonus for nearby units is a trait "radar" for air units (+ini at spot range).
But, effect "Commander" can be done for land units only by scripting of the scenarios.
eg:
If units =1 or more (with name "..."), in Zone 1
+ 50% dice roll successful
all units in zone 1 = +1 str.

Or change units in Zone to new units (with same stats but with ini +1).
