Perhaps it could be something with a very high PP penalty so that you would only be tempted to use it in the most favorable circumstances.

Why not the B-1B? Those things did a lot of work in Afghanistan, both from high up with the SNIPER pod and low down

AC-130s is the ticket. Back in the day they were armed with 20mm gattlings, 40mm and 105s.
Now they can also pack smart bombs and other goodies. The hauling ability of the C-130 is being fully utilized. In game terms perhaps they can loiter for 2 turns instead of just 1 turn. That would really make them invaluable.

C-130s dropping supplies in this game, C-130s dropping the MOAB, C-130s doing artillery work and precision bombing...
Can't we just replace every unit with C-130s already and call it done?

And don't forget, C130 will also be able to drop UN Supplies, lets just rename this game, C130'11
