Finishing Games and Victory conditions

Hi. This is just a general question. I've run into trouble trying to close out campaign missions. The problem has been two-fold. First I've run into certain games where the victory conditions didn't turn green once i had achieved them. I did play one mission out to turn 60 and it awarded me victory so i assumed that one must have to play to the final turn for the mission to actually end, win or loss.
So... On another mission where you must achieve H&M of 55 in sector Alpha (Not sure what that even means. I thought H&M was a global score for the whole map) and an overall H&M of 60 by turn 60, I had gotten H&M to 55 by turn 60 but could not get the H&M score to 60. The turns kept progressing 61, 62, 63 etc and the game didn't declare the mission a loss. Am i supposed to keep playing? I assumed I'd lost the mission/scenario when my H&M score hadn't reached the required level in what seemed like the required amount of time, but the game never stopped.
Am I doing something wrong? Is anyone else experiencing these issues? I'm sorry to seem so ignorant, but the game is so new that information is very sparse so far - at least according to my attempts to research it. I am happy to keep supporting and testing this title because it's been so enjoyable.
