Since cover rating is separated for moving and stationary targets, I was wondering when is unit counted as moving? Is it only when fired upon form an ambush? So basically when ever I fire at a unit in my turn it is never considered moving, and it will always use higher cover rating from terrain?

Also, I still can't figure out how are unit HE and AP ratings calculated? I figued armor is average of armor from all sides, but can't figure out the ratings?

IIRC you get stationary bonuses if you have not moved in that turn.

The ratings are hand crafted to best describe the unit's effectiveness.
