Custom scenario.

I have a He111 in the hangar and an inf unit in a Ju52 hovering over the airfield that is allowed to land on the airfield/hangar.
That should not be possible as you cannot move a land unit onto an airfield with a hangar containing air units.
The infantry in the Ju52 will land, but next to the airfield. I was able to land six air-transported infantry in one turn

I first noticed it in your Crete scenario where mountain troops were unloaded onto ocean tiles.
