If a BG is in a position to intercept a charge only if the BG declaring the original charge rolls a long VMD can it declare an intercept? Intercepts being moved before charges though how would it know?

I don't see how this can happen, since the intercept is made before the chargers move (and roll their VMD)
You can't state 'I'll intercept if the enemy roll up on their VMD', because the intercept move has already been made before the chargers move. There are no conditional moves!! everything has to follow the strict sequence as given in the book.

so this means that if a charge is intercepted it never rolls a VMD because it has a target, even if all the original targets evaded?

The intercept rules are quite clear if you move through them.
The VMD only coming in if ALL charge targets evade.
Also look at the sequence.
I believe the intercept specifies yo can only intecept into the path of a charge. So the sequence is critical.
You cannot intercept into a theoretical path of a charge.

All correct above
The sequence is vital in the design and solves many things that otherwise seem issues. Just do it all in the right order and many questions are answered.
