Why does Russian infantry get to use railroads, but German infantry cannot? Doesn't seem fair.

I am sure one of the developers can give a better answer. However, if I remember my history correctly, Russia used then (and maybe still does) a track with a wider gauge requiring a greater width between the wheels and the German trains could not run on the tracks.
