allied sub commanders

Thought i understood numbers of commanders i.e. 4 including c in c, but now struggling with the Hellenic Greek list which gives option of 1 C in C, 0-2 Sub Commanders, 0-3 Greek allied commanders plus Roman allies, so does this mean that potentially there could be 6 commanders with the Roman ally coming out of the sub commanders numbers? or if you have 3 Greek allied commanders you can't have a Roman ally?
