Is it possible to have two generals with a unit? For example a CNC who is an IC and a sub who is a TC both attached. For shooting cohesion tests and CMTs the group would use the IC, in melee the TC can help the close combat while the IC is the bolstering general if necessary?

Yes, only one at a time affects the unit, but if you have generals to spare why not.
