The manual mentions holding down ctrl and hover to show national borders. However I can not seem to get it to work. I do have alliance borders permanently shown, but assumed that this key combination would show each nations borders. Holding control does not seem to do anything?

This feature does not exist. It may have existed at some time the manual had been written though. For a better experience try the "Mods and Scenarios" section of this forum.
