I think I found a bug in game logic: when canceling deployment of a carrier, carring landed aircrafts, naval command points for the carrier are correctly restored, but not air command points. The issue is easily reproducted in any naval scenario including carriers.
I'm using latest game version, which is currently 2.9.6g.
