Scripting AI sea evacuations

I'm working on a Dunkerque scenarios and am unable to force the AI to embark units onto sea transports and move towards an exit point on a sea hex at map edge.
I've tried both the Exit the Map order and the Move to Hex order (disembark hex at port terrain and target hex at exit location).
Any tips?
