I noticed that when I imported my core from Morning Sun into Rising Sun, all my units showed up in the 'Dead Units' area. I had to purchase them to use them and they lost the majority of their experience!

Is this by design? I shouldn't have to repurchase my forces again after importing them on top of losing the majority of my experience. I thought that was the reason to allow you to save your core, that you would be able to use the experience of MS in the RS campaign.

Yes, the import of core force from another campaign is basically the same as revving dead units. I believe they retain 30% of their experience. I think it makes sense as it maintains balance. In PzC my core forces were way too strong as the campaign progressed.
