routers and burst trough

Just to be sure we made no mistakes :
A routing battle group may drop a file or/and shift a base in order to avoid bursting trough friends, but may do so only if he can avoid ALL friends .
In our case, it could avoid one of his friends but not both so he had to burst trough both units .
Correct or not ?

If none shifts more than one base width, any evading bases can shift to form a column to fit through a gap, but I don't see where an evader is allowed to "drop a file".

See page 72 - 3rd sub-bullet point. This is also shown in the diagrams on pages 172 & 173.
