Questions: Buying a crappy CnC and terrain placement

A couple of questions if I may:

1.) I was looking but I see nothing in the rules that says the CnC must be the "best" commander. Can you take two TC one as your CnC and a FC (basically just for flank marching)?



2.) During terrain placement you 'must' take at least two pieces of terrain. Can your "two pieces of terrain" be a single double-sized piece?

Can you take two TC one as your CnC and a FC (basically just for flank marching)?
Yes. Although if you have an IC it must be your CinC (at least no armies yet allow for more than one!)
During terrain placement you 'must' take at least two pieces of terrain. Can your "two pieces of terrain" be a single double-sized piece?
Again I believe so. Of course there is also the compulsory piece and then 2-4 other pieces.

Although I qualify both of these with the fact that nobody on this earth believes that I have more than a passing acquaintance with the rules.
