What about an ancient naval game? It could be either an empire-builder based on a Greek/Mediterranean island theme (there are several fine examples in Spartan), or a linear "Arena" battle-only format. As far as I know, NOBODY has come up with a credible trireme-era combat game. Part of the incentive to develop this would be to use it as a plug-in to a more general empire game later, one with both this and the Arena combat system incorporated or linked.

You would assign orders to ship squadrons, but the individual ships would need to be AI controlled, much as the individual troops loosely follow the orders given to the unit in the current games. Ships could be sunk, captured, run aground, or burned.
