Mod Launch problem

The Mod-Launch works in OoB Pacific v.2.40.
With the upgrade to OoB WW2 v.2.67c --- NO Longer working!
The screen below has no buttons: All that can be done is to use escape key and return to menu.
You can see the Asia Map with the text for Europe, Something has been changed; in the game code.
Will this happen with all upgrades???
Help Please; I would like to fix this.
