I am in US campaign mission 1, and Oddball's tank took tread damage so he couldn't move. I had the "Repairs" card, which lets me repair one type of damage from a heavy vehicle. During the supply phase, when I try to play this card, it says "No targets".

Why can't I play this card? Isn't a Sherman a heavy vehicle?
