Slings v Cataphracts

I am curious about is the (-) POA wrt slings used against Cataphracts. I have read that the Romans found slings to be particularly useful against Parthian Cataphracts.

Also, I am sure the rules designers thought this through, so before making any "house" changes to the POA structure can the designers/historically knowledgible players etc please let me know why the (-) POA for slings?

I did ask the authors about this when the rules first came out. I think the answer was something like they thought the impact of slings was somewhat overrated in earlier rule sets and they didn't see much difference in effect between them and bows. Also, it would depend on the ammunition. Stones not so dangerous, cast lead shot more so. If recreating battles, it would be sensible to tweak the rules to be more specifically relevant to that battle.
