Slitherine

I am playing the Invasion of Japan scenario of the US campaign and have taken the 3 ports with facilities. I had a troop in each one on the flag icon and have gotten failed didn't get all 3. I have the latest patch to OOB Pacific. Is this a design glitch or do you have to move thru a different hex other than the flag one?
