Questions about Japanese airplanes Ki-30, Ki-51, Ki-48

It seems to me Ki-30 is better than Ki-51, but the latter is proposed as upgrade, moreover the ki-30 isn't available in the next scenarios, where am I wrong? 
Second question, any differences between Ki-51 and Ki-48? I can't see anything but the drawing.
