I cannot find anything that limits command range by visibility.

So I presume an inspired general inside a forest (over 1 MU) can still have his full range for benefits.

Correct. We decided to keep things simple.

I suppose you can rationalise it by saying "orders" are sent by runners, rather than, say, inspired commanders being able to shout louder...
