Not a 1.3.9b issue i think, but when the B17 of the pearl harbour fly above a non visit airfield it can bomber it. Look odd to me.

You can damage the (air) supply output of airfields with strategic bombers. Since the non-captured airfields on Pearl Harbor are essentially "hostile", this is how it works.
