Steam install failure

I purchased Order of Battle: Pacific on Steam -- it was my first attempt to use Steam. The game seemed to install but when I try to run it I get a message saying it is damaged or files are missing. The Steam site seems to direct me here for help.
I did the obvious of uninstalling everything and then reinstalling; no change. I'd like to get a refund and purchase it straight from here as I had no idea it would lock me into going through their client. I'm unclear as to what I'm supposed to get out of using Steam -- just did it because my son said to.

Try uninstalling the game and reinstall in a different Steam library folder.

How to get a DxDiag report file:
1. Click on "START" (on Windows 8 press “Windows key” and the “R” key at the same time)
2. Click "run" (skip this step on Windows 8 )
3. Type in "dxdiag" and click "OK"
4. Check through the tabs and perform all tests
5. Click "Save all Information..." and save the text file to a location of your choice
We prefer that DxDiag files be posted as message attachments (zip) rather than pasted into the body of the post.
and what anti virus program do you use?

I should have said, I'm on an iMac, nearly new, latest system.
I deleted Steam including the Application Support/Steam file. I reinstalled Steam and then the game, same problem. Again, this is my first (and probably last) use of Steam.
I use Norton. First time I installed it asked me to open a port and I agreed. Reluctantly.

PS, this time it let me verify the integrity of the game cache. It passed.
