Bug: OOB:Pacific Morning Sun - bought unit, can't place

I have been having problems with OOB Pacific: Base Game and Morning Sun DLC. I am finding repeatedly that when I buy land units (any type) and I am unable to place the unit due to a lack of command points that the unit is placed in the forces "cart" but it does not have a "$" symbol so I can't "un-purchase" the unit and recover my funds.
I also had a problem where I purchased air units during the Shanghai scenario (third scenario I believe) and I attempted to place the air units and I couldn't for some reason (I think it was because I hadn't built the airfield yet) and I lost the funds I spent and the air unit did not appear in the forces "cart" for placement later. This issue actually lost me the game because I couldn't get air cover for my land forces and tactical bombers in the late stage of the game and I was unable to capture the western cities for the final victory condition.
This type of thing has happened so often that it is really degrading my experience with the game.
