Why not loss morale during repairs at Allies Units?

It's some bug or something new in GS 3.1?

There is no loss of organisation/moral when you repair a unit (it is the same for Axis) but when you make an upgrade.

If I remember right you will lose effectiveness if you have manpower issues. Or maybe it is Quality.. hmm..

First manpower level loss is just quality, second is survivability, then quality again and finally survivability again.
