Partisan losing morale when targeted - is it a bug?

Well, I have noticed it quite a long time ago.
If you select unit next to enemy partisan and target it (without attacking) sometimes - deffinetely not always - partisan takes morale hit, like on those pictures.
I have just selected German bomber and aimed at partisan, and morale instantly jumped from 53 to 37.
I am pretty sure that it occured in very old versions too. Just decided to take pictures and post it here for discussion.
