could you please recommend me a nice, navy-centered war game, something like Panzer Corps but with most (majority) of its action at sea?

OoB Pacific isn't entirely focussed on navy, but each campaign (except china DLC) has 3-4 major naval engagements and minor naval action in most other maps.

About as close as you're going to get to your request

Really enjoyed It. It has a great variety of historical scenarios and the entire Atlantic Campaign playable as both sides.

Atlantic Fleet.
Nice - yes, very nice.
Navy-centered - yes, Navy and Air Force.
War game - yes/no, TBS/Simulation.
Like Panzer Corps - not so much, but you have your CORE fleet in the campaign and some other similarities.
Most action at sea - yes, only sea action.

I like action at sea too. it will be interesting to play this game.
