It's Veteran Status. Notice the 25 point bump to the unit's morale. I believe its combat abilities are slightly improved as well, but I've never checked this. Elite Status would be gold stripes rather than silver.

ok...the 'silver' stripes represent the first level of promotion,,,right? then whats the 'badge looking thing with the communist star on it?

I'm pretty sure that means it's supposed to be a Guards unit. Basically troops who've achieved veteran states for elite performance in other campaigns

I would guess they are more resilient/ higher morale to start with. Probably they have more AT charges as well.
