Starting resources

I'd like to ask a question. I am getting into the scenario editor and things are starting to click but one thing has me stumped. What determines the starting resources amount? Is it scenario basic, plus or minus points for campaign performance to date?

The reason I am asking is that, for example, I see the Tokyo scenario provides 1,000 (base?) points plus a 6,000 point cushion which "represents compensation given to the player because of absence of core units if scenario is played in stand-alone mode outside of campaign flow," to use uran21's description. [Heh, I feel I'm answering my own question as I type this, come to think of it.]

But when I start Tokyo in my current campaign, I begin with 1,504 points. Is this because I have done well in previous scenarios? How well, if so? That is, what in general has determined a premium of exactly 504 points? [By "in general," I'm asking what results are being measured; I'm not asking for an accounting of my "exactly" 504 points.]

The 6000 is only used if you don't play the scenario as part of a campaign - this is to make up for lack of an experience core force you would have in a campaign.

Any resources "in the bank" from the previous scenario are taken over to the next.
If you complete a scenario before the turn limit, you get (income per turn) * (remaining turns) added
50% of the resources invested in auxiliary unit repairs are recouperated after a scenario end.
So all that will add to the resources you have at the start of the next scenario.
