How do the frames in the txt files relate to the .s3f files?

I've been trying to put cavalry in BA2, I originally thought that the FRM values were directly related to how many frames there are in the s3f.
For example FRM 233 549 I thought would pick out ["name"__FRM233] to ["name"__FRM549]
However comparing the brummbar txt file and .s3f file showed that it [DIE01] FRM 165 175 but .s3f file ended at ["name"__FRM101]
How does the .txt translate to the .s3f?
