Manpower below zero?

Please have a look at the German manpower at the following screen. It is -627, i.e., below zero.
Is this working as designed?

Yes. In English it is named "Trained Manpower" not Manpower. Meaning at zero it does not mean you are out of population but it means you are starting to recruit youngs and olds. If you continue how can you recruit 18 yo when you have recruited all kids between 10-17?

The penalty starts at 0, we found that better than to have a system where we showed all manpower and had penalty starting at large positive numbers.

So 1200 manpower with penalty starting at 900, instead we show it as 300 trained manpower with penalty starting at 0.
