The United Kingdom's special abilities?

A very interesting question
Under normal circumstances,the city was surrounded(Unless it is the capital),new unit can not be configured.
But it seems that the United Kingdom has a special ability,new unit can be configured in city was surrounded.
We conducted a little experiment.
France's Lille and Reims surrounded by the German army.
Britain's Birmingham and Southampton surrounded by the German army too.
France's new unit must not be in Lille or Reims
But British's new unit can be configured in Birmingham or Southampton.
This is the UK's special ability ? Or a forgotten BUG ?

hehehe ! it really looks strange . I had also experienced this once when an opponent want to sealion . It must be a bug .

Stauffenberg has an answer for this I believe as we had a similar thing (UK hexes) in our group and he had a reasonable explanation if I recall correctly. Or maybe this is totally different.
