German Manpower levels

Is it just me or do the german manpower levels drop pretty quick.

I was in the yellow in '43 I thik this is a little too soon - especially with Russians gaining in effectivness. There were still good units fighting in numbers in Italy and on the russian front not to mention powerfull units around in Normandy.

The issue I have is that the qaulity of Western troops is far superior to the Germans (because of consciption) and the germans begin loosing units that are crippeling to replace.

Can the threshhold either be lowered or made higher if possible?

You can mod this. In the mod that Stauffenberg and I have been working on and using for many months now, we actually lowered the Italian manpower, as it seemed that they otherwise had inexhaustible pools of good troops. Germany we did not change---it seems right to us. If your manpower is dropping as soon as 1943, you must be taking lots of losses? (or you have built an ahistorically stronger German army perhaps)

Try using Axis minors as "soak off" units where possible---they have their own manpower pool. Otherwise, you just have to accept that aggressive action by the Germans has consequences for their manpower.

Or, you can change it if you don't like it :)

One way I have found to solve manpower level shortage with the Axis is to play with oil off and use more armor; I think the Axis runs out of oil too early in the game anyway to be realistic, especially in the later scenarios.

What effect does the lowering of troop qaulity have exactly on the unit?

It lower efficiency for sure. It also affect survivability. Units with lower quality recruits are taking a lot more damage.

Quality does not affect damage taken, survivability does. Quality is how much dicipline your men have, high quality means they wont lose effectiveness as quickly and regain effectiveness faster. This means they can take more punishment before retreating also.

Quality also have a minor effect on max affectiveness I think it is 2% per step so a quality 5 unit have 2% higher max effectiveness than a unit quality 4. This means you deal marginally more damage to enemies since effectiveness is how many % of your remaining men that actually are battle ready.

I am playing now the 1942 scenario and I think the manpower pool for the Germans is too low. The soviets have respectable tech so they inflict more casualities. Its spring 1943 and my german manpower is at 83! Historically the germans began to have acute manpower shortages around 1944.

Do you mean 83% or you mean actual number is 83?

Well it was around 500 a the start of the scenario and now its 83. I am aware that you can still recruit with lower quality, its just that its happening very soon in the scenario. When recruiting with youth and old guys your units are slaughtered and usually your doomed. I will try different stuff next time, like the 1941 scenario I had to try it 3 times to win!

Was the Tactical AI any good on a limited front like the east front in Barbarossa or did it win just by pure numbers?

The tactical AI on the eastern front was, I think, more than adequate, destroying several of my corps in the Rzevh salient near Moscow. In North Africa I got surrounded and lost several Italian Corps and the German AK had to retreat. I am playing with minor advantage to Allies. I will try to be more cautious next time
