Steam Download refuses to progress past initial screens

I get the first screen and click on the "Play Panzer Corps Wehrmacht" and then I get a screen asking me to select the screen resolution (I've tried all five choices, even though my machine should work well with the highest resolution) and I click on the run button. Black screen, sometimes with a mouse arrow, other times with the spinning wheel: either way, five minutes later it is still the same. And yes I've rebooted my computer three times now.
Nothing I've seen tells me which PC game build I've got.
My machine:
Toshiba Satellite L875D
Windows 10 Home version 1511
OS build 10586.36
AMD A10-4600M APU with Radeontm HD Graphics 2.30 GHz
6.00 GB RAM
64 bit OS, x64 based processor

How to get a DxDiag report file:
1. Click on "START" (on Windows 8 press “Windows key” and the “R” key at the same time)
2. Click "run" (skip this step on Windows
3. Type in "dxdiag" and click "OK"
4. Check through the tabs and perform all tests
5. Click "Save all Information..." and save the text file to a location of your choice
We prefer that DxDiag files be posted as message attachments rather than pasted into the body of the post.
add the exe of the game to your Anti Virus and firewall program, to make sure check the logs of these to see if it was one of them which was to blame.
That usually means a 3rd party program, like an Internet security programs, is interfering with the game or update installation.
run the game from a admin account and use full admin permissions.
for me is sounds like a DPI card settings so DxDiag with confirm

It could be as well once again a codec problem while attempting to play the intro video. This happens usually when there was a codec pack installed on the computer at some point. Said codec packs tend sometimes to break the video playback in Panzer Corps.
To test if this is the problem in your case navigate to your Steam installation folder and then go to the "steamapps\common\Panzer Corps\Expansion" folder. In there you should see at least one folder called "pc". If you have AK and/or AC installed you should see as well folder named "ac" respectively "ak". Withing each of this folders there is a folder called "Video". Rename all of them to "_Video". This will disable the intro videos. Now start the game. If the games works now this was the problem. Now you can either try to fix the codec problem, which can prove quite tricky at times or just leave the intros disabled. If you want to re-enable them, just rename the folders back to "Video".
