What exactly influences warscale?

I've tried googling this question, and only found some threads with pretty vague answers.
From the current patch notes, ramming or deploying countermeasures have an impact. What else? Missiles seem to add to defensive. Taking hull damage adds to aggressive? Repairing hull damage or charging shields adds to defensive? Does crew skill selection have an effect? What about targeted vs auto-fire? Does energy allocation matter?
I'm naturally trying to be consistent with the warscale bonuses, but can't always figure out why the bonus is aggressive/defensive in the first place, much less why the numerical value is what it is.
