How do the map files work?

I noticed that after v1.06 the map files for each zoom levels have been split into many small files. E. g. for the highest zoom level you have more than 650 map files. The date is in March 2008 which corresponds with the v1.06 update.
I've altered the map a bit and noticed my changes are still shown correctly. Yesterday I tried to change the map a little bit more (changed the huge 33 MB complete map file) and noticed the changes are NOT shown. It appears CeaW reads the separate small map files which combined is the same as the huge map file. I guess this is done to load the game faster.
Since the map I see is not the same as the vanilla game it them seems the smaller map files have been created at some time. I suspect they were created when v1.06 was installed. I therefore wonder if it's possible to know exactly which EXE file that can be run to remake those smaller map files so I can get my latest map changes working without having to reinstall the game.
I would also like to know how the numbering of the smaller files are made for each zoom level. It's hard to try to find which smaller files to look for. Then I could send the ones who were altered to my gaming friends. I guess they are made according to the number of rowns and columns the map is divided into. E. g. zoom level 3 could have 20 rows and 35 columns starting in the upper left corner. That means map file 38 is on the second row and third column from the left.
