I believe it is factored into difficulty level- at least I get invaded more on Hard than on Normal.

This is remarkably difficult to do. Please tell us how;^)

I probably had a bad start...this has been my first game for a long time...now i have a much better one on normal (Levant)...still as the Egyptians.

In my current game as the Thracians on the Anatolia map on Normal, the AI seems singularly unaggressive. I even took a city and that kingdom never sent troops against me, and in fact relations went back to Tolerated quite quickly. OTOH their enemies did not view me more favorably for attacking (flaws in the diplomacy AI, I suppose...then again I added a city when I already have more than the next three kingdoms combined).
