Switzerland in 1939 Scenario is Pro Axis!? Mistake!?

In the scenario editor (under country) and in the corresponding 1939.scn file for the 1939 scenario, Switzerland is categorized as pro-axis (value = 100 versus value = 300). Even though the entry date is 2090 11 31 (i.e., Dec/31/2090), surely this is a mistake!
EDIT: Also, I just noticed that Persia and Ireland are listed as pro Allies (again with an entry date of Dec/31/2090). Should they also have a value = 300 (instead of value = 200) in that category?

I think this is a deliberate action so Germany can't DoW Switzerland. Ireland is pro Allied so Britain can't DoW Ireland. It's very easy to DoW Ireland and get a little higher income plus good airbases to hunt subs. But it's impossible.

I see ... I guess Persian being pro-allies prevents a USSR DOW against them.

That is the reason for both - you can change it if you want. Also Persia being neutral prevents allies from creating a way to send western allied troops through to russia. I don't think it would matter too much though to change it. It is not easy getting troops moved through there the movement is very slow. Nor is it likely Germany would waste the effor to attack the Swiss, but if you want to it is very easy to change any of them. That was the game design reason(s) though.
