Supply vs replacement possibilities

Taken from the Mannerheim scenario - infantry 4 strength has no supply left.
Why am I able to add replacements but no supply?
I know it has to do with being partly surrounded, but adding replacement(s) does not bring along some hard needed ammo...

It would only gain 33% needed supply regularly because it is surrounded by 2 units, but it is snowing as well, which reduces supply a further 33-50%

But if replacements are possible, then why not replanishing, even at reduced rate cause of weather and being surrounded?

Because weather does not restrict replacements only replenishing.
That is why a unit that has a plane directly over it will be able to fully replace on a cloudy day, but not fully replenish.
It is the rules of the game.

Ah ok - thanks... It does explain the rule of game, but I would expect that replenishments would have same requirements as replacements in a theatre of war...
In fact - the other way around - I would have expected supply more than new recruits when encircled...
Flying in new ammo etc. in Bastogne 1944, would be easier than parachuting down replacement infantry...
